Head of Engineering Projects
This is a full-time, permanent position on Crick terms and conditions of employment.
The position of Project Manager has been created to take ownership of specific projects, both minor and major as directed by the Head of Engineering Projects, provide the interface between the customer group (e.g. BRF) and the Crick Facilities and Infrastructure team in order to deliver projects that meets the needs of the science, optimise the maintenance strategy for maximum reliability and ensure compliance with regulatory requirements. The job holder will also be expected to identify and manage operational improvement projects and associated projects in support of the Crick’s strategic priorities. In addition, the successful applicant will possess subject matter expertise in a relevant engineering or technical discipline.
The job holder must develop and maintain close and effective working relationships with the Facilities and Infrastructure operational teams, Science Delivery Teams, wider Institute Operations Teams, and draw upon input and resources available from user groups, external consultants, contractors and suppliers.
The job holder will work closely with the customer group within the area of responsibility and will liaise directly with the Facilities and Infrastructure team, in particular the Hard FM Service Partner
These include but are not limited to;
- Managing the projects assigned
- Checking project feasibility, agreeing the scope, preparing an outline project budget for project approval to proceed, defining and setting goals, producing draft outline programme to meet the user’s needs. Using tools such as Gantt Charts to create a visual project plan
- Preparing the final project scope and User Requirement Specification with the end user for the Crick Capital Project Partner to provide a costed proposal for each project
- Reviewing costed proposals, preparing justifications, business cases for final project approval for delivery authorisation
- Monitoring, controlling and tracking the project's progress through regular weekly reporting, KPI’s and sustainability targets
- Effective handover for projects to the operational teams, ensuring all documentation is provided and training identified is delivered
- Evaluating successes and challenges to enhance learning for your next project
As a project manager, you'll need to:
- Set objectives in line with your organisation or client needs, which may include scope, content, timings and budget
- Plan work and set deadlines to meet the agreed needs
- Select, lead and motivate your project team from both internal and external stakeholder organisations
- Monitor the work to make sure it is on time and within budget
- Co-ordinate the work of your project team and delegate tasks where appropriate. This will include coordination of multiple specialists such as architects, planners, engineering designers, structural engineers, cost consultants etc
- Identify and manage risks to ensure delivery is on time, and costs are within agreed budgets
- Maintain a high level of delivery quality, through the agreed KPI’s
- Apply the best sustainability approach to projects to contribute to the Crick’s sustainability targets and the reduction of our carbon footprint
- Review, seek approval and implement any changes throughout the process, evaluating the need for the change with the user to ensure the change is valid. Identify any impact on programme or budget
- Report regularly to your project stakeholders and Head of Engineering Projects
- Produce all the required handover material and documentation for delivered projects, present to and seek approval of documentation before final submission to operational teams
- Provide feedback to the Crick Engineering Project team and the Head of Engineering Projects on any continuous improvements to any process in project delivery to ensure we are delivering projects to a high standard with the most efficient approach
The Project Manager needs a thorough understanding of all the building infrastructure systems and operational processes, and also needs to have a multidisciplinary approach. They must work flexibly as part of the wider team. The job holder must also develop a thorough understanding of the customer’s requirements to understand their priorities and operational constraints.
Additionally you will work with the Hard FM Service Partner to ensure that the maintenance requirements following completion of any project is in place and the Hard FM Service Partner has all the information in order so that the plant and equipment will be effectively maintained, operate effectively, efficiently, reliably and safely, and are compliant with the relevant standards, as well as ensuring all maintenance resources, spares, documentation, systems and procedures are in place prior to handover. They will focus particularly on ensuring high reliability and safety of the plant and equipment to maximise its lifecycle.
Specific objectives will include, but not be limited to:
- Act as the principle client contact with respect to all FM projects and other non- engineering projects that could include but not limited to; an IT project, or could be a new business process to be introduced that needs project managing through to implementation as required by the Head of Engineering Projects
- Follow the Crick Engineering Project staged process in delivering projects
- Work closely with customers to understand their priorities and operational constraints and ensure projects are completed in the most efficient and cost-effective manner and interruption to operational activities is minimised, whilst ensuring compliance is maintained at all times
- Actively engage with the Hard FM partner to be integrated to the project delivery process so that any specific requirements can be considered, agreed and incorporated in the project to allow an effective handover following project completion
- Ensure all plant equipment and systems are installed and commissioned in a manner that provides high levels of maintainability, safety, and reliability, and are in compliance with all statutory requirements
- Produce and input into policies, processes, health and safety procedures, risk assessments and method statements for the delivery of projects, to ensure all current statutory, legislative and good practice is part of the Crick Engineering Project Management
- Maintain appropriate Project standards for equipment and materials that will be used or installed as part of the project
- Ensure compliance with all regulatory requirements within the area of responsibility. This may include Home Office, EA, and HSE standards
- Contribute to the development and control of the Engineering Projects budget
- Actively promote a continuous improvement culture to support the Engineering Project team and wider Facilities and Infrastructure teams
- Provide engineering and maintenance expertise for effective problem solving and troubleshooting complex problems. Identify appropriate training, support, and coaching for maintenance personnel

KEY EXPERIENCE AND COMPETENCIES
The post holder should embody and demonstrate our core Crick values: Bold, Imaginative, Open, Dynamic and Collegial, in addition to the following:
- Minimum HNC or equivalent qualified in relevant discipline.
- Working knowledge and application of project management processes (similar to Prince 2, APMCI)
- Substantial experience in management of minor and major engineering projects in research and pharmaceutical environments or similar
- Experience of following RIBA stages of a project from conception to completion
- Awareness of building infrastructure operations and maintenance at engineer level working in a critical/complex environment
- Working knowledge and experience of all health and safety legislation and regulatory requirements including HASAW, EAWR, PUWER, DSEAR regulations
- Experienced in plant, equipment, and system design, configuration, installation, commissioning, and operations
- Excellent IT skills
- Demonstrated complex problem-solving skills
- A self-starter and strong team-player, flexible and able to work effectively without close supervision
- Excellent interpersonal and communication skills, and able to develop excellent customer/supplier working relationships
- Degree qualified in engineering discipline
- Knowledge of PAS 55
- APM foundation in project management or equivalent
- Experience of working with high containment or animal facilities.
- A working knowledge of the building commissioning process for biomedical facilities and experience of commissioning electrical systems in a new build or major refurbishment project
- Knowledge of fire and life safety systems
- Knowledge of security access control systems and CCTV
- A detailed understanding of critical plant and systems, and corresponding maintenance strategies
- Working knowledge and experience of reliability-based maintenance techniques and industry best practice
- Experience of (CAFM) software platforms
- Knowledge of the SKA (RCIS) approach to sustainable project delivery
- Experience of regulatory and legislative requirements in respect to but not limited to cGLP, Home Office, HSE, British Standards and ACDP
- Membership of a professional registered body
